Homeless Veterans’ Reintegration Program (HVRP)

The Homeless Veterans’ Reintegration Program (HVRP) provides assistance to veterans in finding housing. HVRP helps homeless veterans navigate the difficult employment and housing issues facing veterans. The program has existed since 1987 and was re-authorized in 2001.

How Can the HVRP Help Me?

Many veterans need assistance preparing for interviews, purchasing work attire and leveraging their military experience when applying for civilian positions. The assistance provided by HVRP and the organizations they support have been successful in assisting over 16,000 veterans each year.1 Over the years, over 60% of homeless veterans have found stable housing and long-term employment.2

Additionally, the programs address the multiple health, employment and housing challenges facing veterans in a holistic manner. By focusing on health, stability, employment and housing, HVRP helps veterans successfully transition from homelessness to stability.

How Does it Work?

Eligible organizations that seek to serve homeless veterans can receive financial assistance from the HVRP to provide direct services to veterans. These organizations can include:

  • State or local work programs
  • Public agencies
  • For-profit companies
  • Non-profit organizations
  • Faith-based organizations

These organizations and many others leverage resources to link homeless veterans with the resources and support they need to find and maintain housing. HVRP helps veterans by providing many services, including:

  • Job training
  • Job placement
  • Career counseling
  • Resume preparation and review
  • Work attire
  • Transitional or permanent housing
  • Access to substance abuse services
  • Access to mental health services
  • Transportation services

Most years, HVRP successfully places over 60% of veteran participants in new employment positions and new housing arrangements. The success of the HVRP program lies in providing veterans with all of the related services they need to get off the streets and get into safe housing.

The program assists veterans in finding employment in order to avoid future homelessness. Because homelessness is often related to medical conditions, unemployment and substance abuse issues, HVRP partners with organizations that can comprehensively address the needs of homeless veterans.

The Veterans’ Employment and Training Service Office is critical in helping veterans get the retraining assistance they need to find new employment.
